Sudden appearance of yellow swirly arrows overlay icons in Windows 7 Explorer

Today, nearly all my files and folders have a yellow swirly arrow overlay icon. I can't find this icon referred to anywhere online. Also, nearly all my files and folder have switched to "Read Only." I've changed them all back, but the yellow arrow icon

remains so it doesn't appear to be related.

 

Does anyone have experience with these issues?
