No free software to fix my problem!

i cant run any diagcab extension files, i dont have the money to fix through to install it and i havent found any free fixing software that doesnt just scan for free. Do you think you can help me? i cannot download net framework  2.0: x86 (KB829019) because

of this(im guessing)
