problems setting my printer as default

I had changed my printer (twice) in the last two days because I cannot get it to set as a default printer. I thought it was a fault with the printer originally so I bought another and am experiencing the same problem. When I try to set it as a default

printer I get the message. ' Operation could not be completed error 0X00000709. Other messages I get when I try to solve the problem are 'Active Directory Domain Services is currently unavailable.'I have tried setting it as default through notepad but that

does not work and inOutlook when I hover over the printer button it say my old printer ( which I have removed and all software) HP Officejet 63000 is the default. Can anyone help
