What are the differences between a Firewall Software and a Network Monitoring Software?

I am trying to understand what is good for my personal computer.

Should I get a good Firewall? Or, should I get a good Network Monitoring Software?

 

My understanding as of now is that either can be used to monitor the network traffic. So, either should be helpful to kill processes which are using my network bandwidth without my knowledge.

 

P.S.: Here, by the word 'Firewall', I mean a Software Firewall.
