Real-time protection is turned off

Every time I turn on the computer the Real-time Protection is off. This has just started happening. The computer is five years old running Windows 7- 64 bit. I opened Microsoft Animalware Service. It is set to startup : Automatic, however you cannot start

or stop the function. I checked all the tabs and no choices are available. On the Dependencies tab it indicated it is dependent on (RPC) Remote Procedure Call. What does this mean and how to get things working again?? Thank you
