updates will not start

I had to resinstall XP operating system to "out of box state", wiping the hard drive clean. In the past I have done this and was able to activate the updates  either by shutting down the system, and/or selecting "express updates".  This time "express updates"

after checking returns  a message that the "...page cannot be displayed..  This happens whether I go to "tools" and scroll down to "window update", or whether I select update in the security center window.   I know I have updates to install since this machine

is over ten years old, and the last time I successfuly  did this was a little over a year ago.
