Manual update will not work

I am using Windows XP Pro.  The update will download and install updates automatically, but when I go into manual update through the Support Center and choose "Keep Your computer up-to-date with Windows Update" the page defaults to the solution page of

fixing the update problems " Can't access Windows Update from Windows XP, Windows Server 2003, or Windows 2000

 

I tried all the tips given, none of the fix the issue.
