Problems running Windows : Update: error 80246008

After several attempts of running Windows Update Troubleshooter I was able to start Windows Update, but troubleshooter ends up with phrase that Windows Update failed were not repaired.  When I try to download and install updates,

I get error 80246008. Checking services.msc I do not see Background Intelligent Transfer Service listed. Any suggestions what to do?

I do not have Windows installation disc since my computer came with pre-installed OS and I did not create repair disc (my fault).  Is there any way to download missing BITS components?
