Lost ability to create folders

I m using Windows 7 for a year and now in the  last week in Windows Explorer or on the desktop if I right click on a folder or on the desktop I no longer have a list of options under new except briefcase. I have run a scan and it fixed some corrupted files

but that made no difference despite rebooting.
