windows update keeps telling me i have 2 security updates available, KB2656351 & KB2600217, i click ok and it installs them and tells me it was done successfully, then when i check for new updates they're there again. Please can someone help me with why

this is happening? Have tried restarting my pc and that doesn't make a difference, but from what i can gather i need these updates before i can install service pack, which i need before updating internet explorer. i am running windows 7.
