I can't open any link in an email because of restrictions on the pc applied after the last MS update

After my system automatically downloaded the newest updates from Microsoft, I can't click on any link in an email without getting the message that this action has been canceled because of restrictions on this PC; please contact your system administrator. 

 

 

My login does have administrator access.

I'm running Windows 7 ultimate, Office 2010, IE 10.

 

How can I fix this?
