Windows Update unable to open/work

Recently out of no where my windowsUpdate stopped working.. I need to install the latest version of NetFramework.  I refuse to do the Restore computer.Windows 7 64bit  Recently freshly installed within the past two weeksTried:sfc /scannow CBS log has a bunch of DLLs corrupted but unsure what to do now.made a new user accountran chkdsktried the repair feature.None of this has worked..
