How do I get rid of this Virus?

So 1 year ago I got a virus it said "your a fat ****" "fat ****" it opened 100 Google chromes I shut down my computer and it was fine now just 2 days ago I got an error the top said "your ****" and it said "Rats Realeased"! I got VIPRE for a Security,

and I guess now I can't access my Regedit and Windows task manager and it is running slower.... I know not alot of people get this but I need help BAD!!!! (Plus I dont have gpedit.msc so I cant get regedit back up)
