Windows 7 update settings cannot be changed

Had this problem for a while and cannot find the solution.Windows updates are set to never update and never check though that is not how they are set in the settings options. I get error code 80073712 after every attempt to update. When trying to locate windows update in the registry it is not there.Thanks for any help in advance.
