windows 7 Problem with running applications on Windows 7

Just got a refurbished Windows 7, 64bit ThinkCenter M Series desktop.  Not matter what application I run (MS Security Essentials is an exception so far), including Internet Explorer 11, I am getting the error "The application failed to start because its

side-by-side configuration is incorrect".  There is an old thread in the forums to correct the error by installing the package in

http://www.microsoft.com/en-us/download/confirmation.aspx?id=14632.  I downloaded it on another computer and brought to this machine.  When I run this package, I get the exact same error so I am stuck.

 

Let me know what I can do.
