This started to pop up a week ago yet when I press ok Internet explorer will open but says "page cant be displayed". It has

stopped me from doing anything on my computer because now other apps say they can't connect to the http server. Please if anyone knows how to fix this please leave suggestions below. I have added a picture of what has been popping up.
