how do I reinstall window 8 to a new hard drive?

I just got a new hard drive from Dell to replace the old one, which is acting up and about to fail (according to Dell's diagnostic tool).

 

Dell included a disc called "Windows 8 Recovery Media for Windows 8 Products 64-bit"

 

I'm a non-expert but can certainly replace the hard drive. What exactly should I do (step-by-step, if possible) when I turn on the computer for the very first time with the new hard drive in place. Should the disc already be in the optical drive?
