windows 7 Problems with USB plugs

All of my USB's have stopped working, my Microsoft Teredo Tunneling Adapter has a yellow exclamation mark next to it and I don't have Teredo Tunneling Pseudo-Interface. I have uninstalled and reinstalled the tunneling adapter and uninstalled and reinstalled

all of the usb devices in device manager. When I look at the task bar and go to customize it says on windows explorer that there is a power surge on a hub port, but it isn't giving me a pop up like it has in the past, telling me to reset it. I have been looking

for a fix for hours and I am really mad because my usb mouse can't work.

I have a Dell Inspiron 15r 64bit home premium.

Please help me as I am really sad because I use controllers to play certain games, and I can't even use my mouse now.
