How to block a known URL?

My anti-spyware keeps saying that a particular URL,

www.pp3.cn, has been blocked. This typically happens when I restart my computer. I thought I could stop it once and for all by inserting the following line to the end of "C:WindowsSystem32driversetchosts":

 

127.0.0.1 www.pp3.cn

 

No. It did not work. The visit keeps coming at system restart. Advice appreciated.
