I got a new DVD but it wont work. It says

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

Click 'Check for solutions' to send data about this device to Microsoft and to see if there is a solution available.

put the old one back in and same error so the old one may not be bad.

Can anyone help me to get this thing running. MS wants $99 for one time help.
