Windows won't boot into a CD

Hi,

I hope someone can answer this question. I have a old Gateway P3 laptop and it has XP on it but it was designed for Windows 98. So I am trying to put Windows 98 back on the laptop. I put the disc in the CD drive and reboot. Nothing happens. I press esc

at the Gateway logo screen and the boot option show up. So I select CD-ROM drive and it just boots into XP. I tried running the setup inside Windows and it said setup cannot run inside Windows. So how can I get Windows 98 to install on this system? It is a

Gateway Solo Pro 9300.
