Cannot enable Windows Defender/ Windows Defender not located in Services

Computer Specs:

Windows 7 64-Bit

8 GB RAM

Intel i5-4670k

Nvidia GTX 770

 

I haven't recently downloaded any new programs or AV programs. Windows Defender is turned off. When I click "Turn on now", I get the message "Action Center can't turn on Windows Defender. Please try again later." I tried searching for Windows Defender in

both services and under msconfig, but it seems to be missing. Is there anyway to re-install Windows Defender? It seems like it is corrupted at this point and I am just willing to do anything at this point to turn it back on.
