windows 8 Task-bar issue... Not Refreshing/Showing icons/White Bar across Task-bar

Hello,

 

I have a problem with my task-bar on windows 8 in which when I open a program on my computer the icon does not show up on my task-bar therefore I cannot reopen the program once it has been minimized. I can

reopen it through task manager however it will still not show on the task-bar and still takes more time than it should.

I am using start is back.

For example if I opened Team speak it would not show on the task-bar. Therefore I cannot reopen it when want to.

When I restart my computer I always get this whitebar across my task-bar. It does not go away until I mess around with the task-bar settings.

If anyone has any ideas on what is wrong with my computer and how I can fix it then please let me know as I really can't use my efficiently computer at the moment.

PS I have copied this from my Tom's Hardware post as there is not been many reply's.
