windows 8 ISSUE: CAN'T UPDATE LAPTOP PC RUNNING WINDOWS 8

Hi, I can't update my Windows 8 to 8.1. The reason being is that the

WINDOWS UPDATE TILE won't open. Other Windows app do the same. All application (pre-loaded or downloaded from Windows app store) no longer work and it's actually why I'm trying to run an update. Even some functions (i.e. adding a device for

Bluetooth sharing or clicking Change PC Settings that can be found on the "charms"

bar) can't be opened.

 

I have no idea how did it happen except from installing a THIRD-PARTY REG CLEANER many months ago. I already have ran a full scan using a full version anti-virus making sure that all harmful malware, viruses/infected files are cleaned

or removed. I really hope somebody can provide an answer to solve this. Any help would be very much appreciated. Thanks!
