GPedit.msc and SecPol.msc results differ

When I run gpedit.msc and secpol.msc on a test lab Windows 2003 domain

controller running IIS with a few group policies applied, the two tools give

different answers for the value of Computer Configuration / Windows Settings

/ Security Settings / Local Policies / User Rights Assignment / Allow Log On

Locally.

gpedit.msc: Administrators, IUSR_Servername (note also shows the Group

Policy icon next to the value rather that the local policy icon)

secpol.msc: Administrators (note also shows the Group Policy icon next to

the value rather that the local policy icon)

rsop.msc: Administrators (indicates the active directory group policy that

is applied that sets it to administrators)

Any ideas why? Thanks!
