changing server license count

I have both Windows 2003 and 2003 R2 standalone servers. I need to increase

the license count on some servers as the user count on some sites have

increased. If I click on "add license" I get an error "The License Logging

Service is not running on the target machine, or the target machine is not

accessible." Your assistance will be appreciated.
