Your domain and Windows clients have everything they need; you just have to point your domain controller or other device to an external time source, and that is authoritative for your domain. You can point your NTP clients to your domain controllers, preferably ones that don't mind getting the additional traffic. Your PDC emulator or FSMO usually are not good choices. What some shops do is make a gateway or border network device their NTP server, letting it get its time from an external device, and then pointing the domain controllers and other network devices to it. That's a pretty good choice. You can ask your ISP if they will provide an NTP server to you as their customer, to serve as your external device (with only your NTP server pointing to it).
