Quick and easy way... First set up a script that sends the email. Try

something like Blat:

Once you have the script working correctly, just specify it in the

'Recovery' tab of the service that you want to monitor. You may want to

try restarting the service on the first and second failures, and then

finally use the 'Run a program' option to send the email saying 'Service

failed to restart after two attempts'
