How can I protect my system from Telnet hackers?

I recently was informed computers can be hacked, even if they are not infected with malware, just by knowing a person's IP.

 

 

How can I protect my system from such attacks where personal files are stolen, and is there a way for me to check and see what files, if any, were taken by hackers? I have taken the system offline because I design software on it. My concern is that my code could have been stolen if I was hacked. I may need to go online briefly to do certain things, but how do I secure all my ports?

 

 

I hope I'm just being paranoid, but I've noticed unexplained slight increase in disk activity when I'm online, but updates were not being installed.
