Internet Explorer pop up demands I call Microsoft on Windows 10

There is a message that pops up using Internet Explorer that tells me that I need to call Microsoft to remove malware as my computer has been infected. Internet Explorer will open its self up and a voice starts the message about calling. The only way to close it is through Task Manager, and i've literally had to pin the task manager to my notifications bar because once the pop up opens there is no getting out of it. Anyways I guess the question I have is, is this real? Or a virus? I've tried to simply go around this or avoid it, thinking it was something malicious, but it's pretty irritating and would love to know how to get rid of it for good.
