Help please. Laptop Win10 hijacked-shutdown. Received call asking for $150 Itunes card.

Help please. Laptop Win10 hijacked-shutdown. Received phone call saying i have to buy $150 itunes card to get it fixed. Cannot turn on laptop. Pressing/holding the power button does nothing.

 

 

I have Norton's installed & running -at least it WAS. Any suggestions on what I should try, or has anyone else experienced a similar issue?
