In ADUC, if you right-click on an object, you can use the Delegation of control wizard. Alternatively, if you are comfortable doing so, if you enable advanced features in ADUC, you will then be able to see the Security tab when looking at object permissions and you may set permissions manually. Also, we have a product at ScriptLogic that makes delegating of permissions in AD very simple to set, unset, manage and report on.
