Error 170 Cannot start Windows Firewall/Internet Connection Sharing

I had to reboot my terminal server today and the Windows Firewall service

failed to start, which is keeping all of my remote users from logging in

since it is also the internet connection sharing service. I have reset

winsock and still nothing. I have disabled RRAC as well and still no action.

Can anyone help. I am running Windows Server 2003 with SP2 on this server.
