Windows 2003 Operations Master Roles

I'm currently studying for the MCSE cert and was hoping that someone could

help me to understand the Infrastructure Master role. The MSPress book says

that if the Infrastructure role is on the same server as the Global Catalog,

that the Infrastructure role will not function because it will never find any

data that is out of date. Can someone explain why this happens? Thank you.
