I have 1 license server that teh cals are all set as Per-Device. Can I

also instal per-user cals, or do I need to setup another License server?

A TS Licensing Server can hold and issue all types of licenses. But a

Terminal Server can only be in one licensing mode. So in nearly all

situations, it's useless to install both Per user and Per device

licenses, since your TS will not be able to use both.

You can check the licensing mode of your TS in Start Menu -

Administrative tools - Terminal Services Configuration - Server

settings. The licensing type there must match the type of TS CALs on

the TS Licensing Server.
