$Recycle.bin folder size is 3.2 GB, but is empty on my desktop.

I was cleaning up my computer with WinDirStat and noticed that $Recycle.bin folder is 3.2 GB in size, and has files inside of it that I had deleted months prior.

 

 

The contents are 2 games, Starbound and Minecraft, also 25 random files and 2 empty folders.

 

The Recycle Bin on my desktop is completely empty (both icon and contents are empty).

 

 

What exactly is going on here, and how do I fix it?
