hosts file won't go away

This is the riskware hosts file located in C:\Windows\System32\drivers\etc\hosts there is also a file located in C:\Windows\System32\drivers\etc\hosts.bck i don't know if that has to do with the hosts file but i deleted them and they just came back both of them although it did take a while for the to come back they also made my games go slower less frames and more lag so, it would be very appreciated if someone helped I did try to reset my pc but that didn't work if you can't find a way to get rid of it you can come to my other post and help me there here's the post: https://answers.microsoft.com/en-us/windows/forum/windows_10-update/i-cant-reset-my-pc/92850479-c93c-48a7-951f-8aaa62248129?msgId=00cbcb93-1c3d-44ad-a34d-287d6c24b940
