my windows defender keeps popping error 0x80073b01 and wont run.

 

I have tried so many online solutions but still cant use the windows defender and this has caused my pc to lag or slow. please I need a solution on this as fast as possible. im runninga windows 8.1 on an acer laptop. thanks
