Preparing Automatic Recovery Windows 8.1

My pc is stuck on the Preparing Automatic Recovery screen. There is no indicator it is doing anything, it doesn't try to diagnose, there is no loop. It is stationary. I put the 8.1 recovery disc into my disc drive, pressed f11 on start up, and chose to boot from my disc drive. It took me to a screen that told me to press any button to boot from CD or DVD, so I did, and it went straight back to sitting on the Preparing Automatic Recovery screen. Every guide I have found tells me to boot the CD and I'll go to an advanced setup screen, but it doesn't.

 

 

I'm willing to factory reset at this point, but even that requires me to get to a working screen of some kind.
