windows 10 Unintended language options

I have a custom keyboard layout that I have created because I don't like window's default dead key implementations.

 

I've attached it as the only keyboard in each language I have set up. Yet other keyboards have been appearing in my language options, and in fact it seems like a different one than the only one I have selected anywhere in my system is the default. I find I have to ctl+shift a couple times quite often to get to the proper keyboard input. How can I revert the system back to use only the keyboards I have installed - which is, 1 keyboard only.

 

 

The languages that I have are portuguese, english, and spanish, in that order. And they should only have my custom keyboard, as shown here for portuguese:
