VIsual Studio 2017 freezes windows 10 creators update on (un)install.

Since the creators update, I've had some issues with windows. More specifically, I used to get these small crashes where windows itself would stop responding and then my entire computer would freeze up for between 1-10 minutes. Most of these went away with the last update, KB4025342. The most obvious manifestation of these crashes was chrome or any other browser locking up and not loading a page for that entire period of time while displaying a message at the bottom saying "waiting for cache". (I never did find a true solution for these problems.)

Anyways, as i said, most of these crashes seemed to get resolved from the past update, KB4025342, however, every time I try to update or remove Visual studio 2017, they come back worse then before. I open the Visual studio 2017 installer and hit update, modify or remove and it completely freezes my machine. After like 1-2 hours some things will have been downloaded/installed partially but eventually the installation or removal will crash and pop-up with an error about how it could not finish. (there is no particular point in the installation or removal process where this happens, it seems to be random.)

I would very much like to fix these problems and either completely remove Visual Studio 2017 from my computer, along with all of the compilers and the other tools (in which case I will get the opensource c# compiler) or update 2017 to the latest version (and update the compilers and tools etc). I am a developer and while I don't use the .net platform that often, I am working on a project that uses ASP.NET. The best way for me to get the tools to do this on windows is through the visual studio installer.

As a side note, it was fairly stupid of Microsoft to bundle Visual studio with all of their tools and compilers. I don't use the IDE and id rather not have to install a buggy program so that I can work with C# or F#.
