File Associations on a terminal Server

I need to associated a file type to open with a specific program for all

users on a given terminal server.

 

Can that be done? If yes, how?

 

I have tried the admin login and associating the file/program, but a regular

user has to choose the program.

 

Windows Standard 2003 Server
