Can't install Certificate Services, service can't start.

Hello,

 

I am attempting to setup my own CA for the purpose of issuing server and

client certificates for a private website on my Windows Server 2003

Enterprise Edition server.

 

However, I am unable to install the Certificate Services. The installation

fails with "The service is not started 0x80070842 (WIN32: 2114)". In the

event log I am presented with two log entries relating to the Certificate

services:

 

Event Type: Error

Event Source: CertSvc

Event Category: None

Event ID: 44

Date: 12/4/2007

Time: 2:29:31 PM

Description:

The "Windows default" Policy Module "Initialize" method returned an error.

The handle is invalid. The returned status code is 0x80070006 (6).

AND:

 

Event Type: Error

Event Source: CertSvc

Event Category: None

Event ID: 9

Date: 12/4/2007

Time: 2:29:31 PM

Description:

The Certificate Services did not start: Unable to load an external policy

module.

 

If its important I am trying to install a Stand-alone Root CA as I am not

using Active Directory. Also I am logged with full administrative privileges.
