What are the correct settings for :

MS Terminal Server 2003 - System Properties - Advanced ---

Processor scheduling (Programs or Background Services)

Memory Usage (Programs or System cache)

Set both to programs on a TS.

When you install TS on 2003, this setting should set be default. I've given

a lot of tips for TS Tuning in this thread:
