Can anyone recommend a tool to throttle TCP bandwidth?

We're working on optimising our software to work over a very slow WAN connection (using Citrix), but we're having trouble testing because we can't get the connections slow enough :s

When we connect to our customers site, the connection (even out here in the countryside) is faster that some of our customer's connections (way, way out in the countryside).

 

We have a local Citrix server on our network, so I want to throttle the connection speed back to make it as painfully slow as some of our customers.

 

There are quite a lot of shareware network throttlers out there so I wondered if anyone here had a recommendation.

Free would be good, too :D
