TS Licenses

Hello,

I currently have a small network that uses a single server running Windows

Server 2003. I have 18 computers using xp pro that are shared by approx 60

users. We use TS for all 18 computers to connect to the sever though seldom

are more than 5 Devices ever connected to the server at one time.

 

I need to know what Licenses I need to be properly licensed.

 

I am assuming i need at least 18 TS devices cals.

 

Also of the 60 users that share computers I have approx 5 users that need to

be able to use TS from anywhere. Can i License my 18 Devices and these 5

users by purchesing at least 18 Devices cals and then 5 User Cals. If so can

i set them up to use the same Licensing server?

Are there any other licenses i would be required to have?

Your question is clear enough, Andy, but the answer isn't so easy

to give.

 

You are right that TS licensing is not per concurrent usage, thus

you need 18 Per Device TS CALs. And yes, Per Device is cheaper for

you than Per user, since you have more users than devices.

 

But now the complicated part: a TS Licensing Server can handle both

Per user and Per Device TS CALs, but a single TS can only use one

licensing mode: either Per user or Per Device. So it's not possible

in your situation to mix the two types of licenses.

 

One reason for the above is that it would be impossible to evaluate

your licensing usage and issue the correct type of license: is a

specific connection from user A on device B supposed to be issued a

Per user TS CAL, or a Per Device TS CAL? How would the LS know?

 

So you can't mix them.

The only possibility is that you either buy 60 Per user licenses

(one for each user), or xx Per device licenses (18 + one for each

"unlimited" number of clients that these users are going to connect

from).

Or create a separate TS, only for these 5 roaming users, and

configure it with Per user licensing mode. That's the solution that

we have implemented at my work.

Thank you for the fast reply. Is it possible to create the seperate TS for

the 5 users on the same machine that has the TS set up for devices?

Hi Andy,

 

Yes, you may purchase 18 TS Per Device CALs and 5 TS Per

User CALs. Yes, you can install both license types on your

TS Licensing server.

 

You will also need 18 Windows Server 2003 Per Device CALs

and 5 Windows Server 2003 Per User CALs, as well as any

specific application licenses that are required based on what

your users will be running.

 

In this case you must set your TS to Per User licensing mode in

Terminal Services Configuration (tscc.msc).

Hi Vera,

 

Per User and Per Device CALs and TS CALs may be mixed

on single server. In this case the user must make sure they

purchase the correct number of licenses (manually). Of course,

this is *always* the case, even if Microsoft provides some sort

of automated tracking mechanism such as the TS Licensing server.

 

People should always be aware that there is a difference

between an implementation detail such as a license tracking

mechanism and their responsibility to comply with the terms

of the license agreement. Just because a particular scenario

is or is not robustly supported by some licensing mechanism

built-in to windows is not the controlling factor.

 

For example, if I were to set up a 2003 server and have 100

users store their files on it *without* purchasing any CALs I

am in violation of the EULA. Demonstrating that the server

allowed me to do the above is no defense.

 

Conversely, if I were to set up a 2003 server and purchase

a mixture of Per User and Per Device TS CALs and the

server did *not* allow the users and devices to connect via

TS then Microsoft would be in violation of the EULA.

 

The EULA clearly states that you can use a mix of Per Device

and Per User simultaneously with the server software both

for Windows CALs and TS CALs.

 

It would be relatively easy for Microsoft to make the tracking

mechanism handle this scenario. Per User licenses could be

assigned to certain users. When a user logs on it would check

if the user had a Per User CAL and if yes, not attempt to

assign a Per Device CAL to the device.

OK, I agree with that.

Yes, but in my view, that's more or less impossible, and it's still

more difficult to prove that you do (or don't).

In the current situation, it's easy enough to start with 18 devices

and 5 roaming users and buy the appropriate 18 Per Device and 5 Per

User TS CALs.

But an Admin would have no way of knowing whether one of the other

55 users started to connect from other clients and thus would need

a Per user TS CAL.

And assume that the company wants to save some money and decide

that 3 of the 18 devices may only be used by users with a User TS

CAL, and thus buy only 15 Per Device TS CALs and 5 Per User TS

CALs. Can they ever prove when audited that they follow the EULA?

Can Microsoft prove that they don't?

But I'm not so sure here.

It would only be easy if both users and devices were assigned

dedicated TS CALs by an Administrator before connecting. Otherwise

the LS couldn't handle a situation where a company wants mostly,

say 300, User TS CALs, and 10 Per Device TS CALs for 10 specific

devices.

 

It will be interesting to see how the Per User licensing tracking

mechanism in Windows 2008 handles a situation like this.
