What's the purpose of a Service Pack?

That's to improve the stability of the product over what was initially shipped, so why not remove the shipped product replace with a new improved one in the right time?

 

Make mistakes is necessary for us to continue the upgrades, or a chance to fix it, that chance or upgrades is also another chance to make money.

 

Save money and resources, WinXP is good enough for these years, Don't fix the perfect bugs, just let it go with time.

 

to Microsoft, VS2003*also know as VS2002 Service Pack is a successful case, here is another successful case.

Today(2008), we all knew Intel Pentium 4 with NetBurst contains some design defects that cause the speed so slow, is it means Intel should release a 'Service Pack' to fix these defects of P4 product family? Absoultely not, they was shipped a new product with Core architecture to kill their own product, it's a tough decision to them, but they know they have to do.
