Aero turning off breifly during startup/resume phase

Okay, this has been happening ever since I got my Toshiba Satellite a100 wa-3 (refurbished) back in the last week of June (2007):

 

Every time I either login, resume from sleep/hibernate/(Standby?), being locked, or returning from a fullscreen game, something makes Windows briefly turn off Aero, and in some rare cases, stuck like that until I do something like lock and unlock the computer.*

 

What could be causing this?
