Why does Microsoft enforce that themes must be digitally signed by them? Why not let others create themes and share them?

 

In Vista, you have more flexibility by being able to at least change the colors.

 

I dislike third-party add-ons.

 

Anyways, I want to know just why Microsoft feels that themes should only be made by them?
