weird sound problems - PLEASE HELP!

i turned on my computer this morning and the sound when i turned it on was really slow and crackling...when i try and watch videos on the internet its the same and the video itself is slower than normal with slow fuzzy sound. however, videos on windows media player run fine with perfect sound, as does itunes. whats wrong with my laptop?

 

i'm running xp btw

What sound is this? Is it Music, like Winamp, or what application is giving this strange sound?
